WORLD CENTRAL ASIAN THINK TANK: Hungary IS KILIÇTAROĞLU A PAWN? Kılıçdaroğlu-Özel Rivalry: A Mirror of Türkiye's Opposition Struggles 1 Published by Yusuf Kanli on September 21, 2025 The Republican People's Party (CHP), Türkiye's oldest political party and the country's main opposition, is once again facing a leadership crisis. What appears to be a superficial rivalry between Kemal Kılıçdaroğlu, who will lead the party until the end of 2023, and his successor Özgür Özel, is in reality a much deeper struggle over the CHP's direction, survival, and credibility as the only national counterweight to Recep Tayyip Erdoğan's entrenched power. The conflict involves much more than personalities: it's about how the CHP positions itself in an authoritarian political climate, how it protects its mayors and leaders from weaponized corruption charges, and how it balances unity with renewal at a time when the Erdoğan government is grappling with economic collapse but has mastered the art of discrediting its rivals. Kılıçdaroğlu's Legacy: Determination Without Victory Kemal Kılıçdaroğlu led the CHP from 2010 to 2023, positioning himself as a soft-spoken, cautious, and stable leader. Under his leadership, the party: • Reached beyond its Kemalist base, engaging Kurdish voters and conservative-leaning segments through broad electoral coalitions. • Retained key municipalities, with figures like Ekrem İmamoğlu in Istanbul and Mansur Yavaş in Ankara becoming credible governing alternatives to the AKP. • Positioned itself as the umbrella of the opposition, seeking to build unity against Erdoğan's dominance. Despite his ambition, Kılıçdaroğlu became synonymous with defeat. His cautious approach never translated into a decisive national breakthrough. The final blow came with the 2023 presidential election: despite an unprecedented economic crisis, Erdoğan's grip on power remained, and Kılıçdaroğlu's campaign failed to secure a majority. For many CHP members, this loss confirmed what had long been suspected: Kılıçdaroğlu couldn't win, and his leadership had become a burden. Özgür Özel: The Face of Change Özgür Özel, a young parliamentarian with a reformist profile, capitalized on the demand for change. In November 2023, he was elected party leader at a controversial congress symbolizing a generational shift. • Symbol of Renewal: His rise was a clear rejection of the "status quo" leadership represented by Kılıçdaroğlu. • Local Election Success: Under Özel's leadership, the CHP delivered a strong performance in the March 2024 local elections, retaining Istanbul, Ankara, and İzmir, while expanding its control to new provinces. • A Sharper Tone of Opposition: Özel adopted a more confrontational style, condemning the abuse of judicial authority and framing corruption investigations as political tools of repression. • Internal Reform Agenda: He developed bylaw reforms, youth and women's quotas, and mechanisms to democratize the internal structure of the CHP. Özel's leadership injected energy into a demoralized party. But success brought new risks: The Erdoğan regime, recognizing the potential of a younger and sharper opposition leader, attempted to neutralize the CHP's momentum using the same methods it employed against İmamoğlu – weaponized courts, appointed administrators, and corruption investigations. The Weaponization of Corruption Allegations The flood of corruption allegations against CHP municipalities cannot be seen as normal accountability. Instead, it represents a deliberate campaign by the Erdoğan government to tarnish the opposition's clean image advantage during a period of worsening economic crisis. • Distorting economic anger: With inflation, currency collapse, and deteriorating living standards, attacking the CHP helps deflect blame stemming from the AKP's mismanagement. • Targeting rising stars: Figures like İmamoğlu – seen as future presidential candidates – are repeatedly dragged into courtrooms to weaken their legitimacy. • Eroding the CHP's brand image: By accusing CHP-led municipalities of corruption, the Erdoğan regime aims to undermine the party's greatest comparative advantage: its ability to present itself as more transparent and accountable than the AKP. What makes this even more toxic is Kılıçdaroğlu's role in this environment. Instead of consolidating ranks, he has at times remained silent and even hinted at possible irregularities at the 2023 party congress. Many within the CHP interpret this as tacit support for the ruling coalition's strategy. Whether it stems from anger at losing the presidency or loyalty to his own factional networks is unclear, but what Kılıçdaroğlu implied corroborates Erdoğan's narrative and the crisis.
