IFJ-INTERNATIONAL FEDERATION OF JOURNALISTS IMPRISONED LAWYERS INITIATIVE Turkey/HRW 2025 Report: Corruption, Defiance of the ECHR, and Violations On January 16, 2025, the Imprisoned Lawyers Initiative released its 2025 World Report on Turkey. Human Rights Watch's findings reveal deep-rooted corruption, systematic defiance of the European Court of Human Rights (ECHR), and persistent persecution of dissidents. Under the coalition led by President Recep Tayyip Erdoğan and the Justice and Development Party (AKP), the erosion of judicial independence and the rule of law continues, human rights violations increase, and authoritarian control deepens. Despite opposition gains in local elections, the year was marked by widespread repression, economic hardship, and institutional decay. Corruption and Appeals Against ECHR Decisions Corruption scandals and institutional weaknesses within Türkiye's judiciary and state apparatus were recurring themes in 2024. Political interference and power struggles among Türkiye's highest courts weakened the justice system, while increasing reports of corruption at the highest levels of government highlighted a lack of accountability. Türkiye's disregard for ECHR rulings remained a critical problem. Authorities continued to ignore binding rulings and perpetuate serious human rights violations. In one notable case, a local court reconvicted former teacher Yüksel Yalçınkaya, accused of using the ByLock messaging app, which is alleged to be linked to the Gülen movement, despite the ECHR's ruling that his initial conviction violated his rights to legality and a fair trial. Approximately 8,000 similar cases remain pending before the ECHR because Turkish courts consistently refuse to pursue appropriate legal remedies. The judicial crisis deepened in January 2024 when the Supreme Court of Appeals rejected Constitutional Court decisions demanding the release of imprisoned human rights lawyer Can Atalay, instead requesting the launch of a criminal investigation into the members of the Constitutional Court. This unprecedented appeal exposed the fragility and politicization of Türkiye's judicial institutions.
