The Istanbul Chief Prosecutor's Office said the investigation focused on irregularities in public tenders conducted by BKM, a key institution in Türkiye's payment systems, in which the central bank is a major shareholder. The prosecutor's office announced that former Central Bank Deputy Governor Emrah Şener and a former BKM general manager were among those detained, and that detention warrants had been requested for four more suspects currently abroad. Halk TV, which first reported the investigation, reported that Şener denied involvement in such tenders. Halk TV reported that Şener testified in an Istanbul court during his arrest, saying, "I have no connection to tenders or transactions conducted at BKM." The Central Bank of Turkey (CBRT) announced that it conducted an audit of BKM in 2024 and filed a criminal complaint with the Istanbul Chief Public Prosecutor's Office in December after this investigation triggered suspicion of a crime. The Central Bank said in a statement on Friday, "The CBRT and BKM are meticulously monitoring the ongoing judicial process regarding this matter." According to Halk TV, prosecutors allege that the suspects rigged tenders, embezzled funds, and committed fraud, resulting in public losses exceeding 100 million lira ($2.4 million).
